Title:
  Tenants cannot access or attach QoS policies even if shared, but can
  create policies

Status in neutron:
  Fix Released

Bug description:
  policy.json is not correctly configured, as per specification it should:
  * not allow tenants to create policies or rules by default.
  * allow tenants to attach ports or networks to shared policies.

  please note that policy access is controlled by business logic: http://git.openstack.org/cgit/openstack/neutron/tree/neutron/objects/qos/policy.py?h=feature/qos#n68
   to guarantee network/port attachment permissions are properly checked.
