[Bug 1493446] [NEW] booting a server from volume in Nova V2.1 is not fully backward-compatible

Nova V2.0 supports request `nova boot <NAME> --flavor <FLAVOR_ID
--block-device-mapping vda=<IMAGE_ID>:::1`, which is broken in Nova V2.1
