[Bug 1493718] [NEW] the table ml2_dvr_port_bindings is redundance

the table ml2_dvr_port_bindings is only add one item  compared with the table ml2_port_bindings.
why not combine with ml2_port_bindings.
the table only need 2 item : port_id  and status and the other information can be stored or get from the ml2_port_bindings.
