  Misplaced memcache servers in keystone config cause token loss

Bug description:
  If memcache servers specified in [cache] section of keystone config
  are enumerated in different order on cloud controllers, tokens fail to
  validate as keystone searches the wrong memcache server if token issue
  and validation occur on different controllers.
