[Bug 1496593] [NEW] Extend Volume dialog asks for new size (instead of the "delta" change to extend) and accepts negatives values as input

The Extend Volume panel from the Projects section in horizon seems to have a couple related non-intuitive behaviors.
1. Since the action is extend volume, I expected to provide how much I want to "extend" the volume by but instead the panel expects me to specify the new total size.
2. The new size allows for negative numbers as input. If I specify a negative number, it does give me a message that the new size must be greater than the current size. It would be better if we just did not allow invalid input to begin with.
