HA network often becomes 'unpingable' and leads to lose vrrp
advirtisement from other l3 agent. Therefore there may exists multiple
master l3 agents.

Reproducing steps:
In a HA network, make a ping between ha-xxx interfaces in two qrouter namespace. It will become 'unpingable' every once in a while.
