Title:
  VM becomes powering-on status and hang after created a snapshot for a
  VM in paused status

Status in OpenStack Compute (nova):
  Expired

Bug description:
  Steps to recreate:
  1. Pause a VM
  2. Create a snapshot with it, the VM will be in stopped status
  3. Start the VM, the VM will hang in powering-on status
  4. Check the compute node with virsh command, the VM is in paused status

  Two ways to resolve this:
  1. Nova should check the vm status, and prevent snapshot-create action for paused vm.
  2. Change the VM to paused status in step 3, not hang in powering-on status.

  I will prefer the way #1.
