Title:
  Django 1.4 support ends Oct 1 2015. Tests should be dropped from
  Liberty.

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  According to the Django download page, support for Django 1.4 (LTS)
  ends on October 1, 2015. This is before the Liberty release, so we
  should drop the 1.4 tests this cycle in time for the end of support.
