Public bug reported:

In #1160309 one inconsistency between Nova-Net and Neutron was fixed,
but there are two more places left, when Neutron may raise 404 error for
show_floatingip, but this is not handled by Nova -
get_floating_ips_by_project() and _get_floating_ip_by_address().
