  Remove vendor AGENT_TYPE_* constants

  Fix Released

Bug description:
  Neutron defines in neutron.common.constants vendor AGENT_TYPE_*
  constants BUT there are only used by currently or future out-of-tree
  code ... such constants should be moved to out-of-tree repos
