  The sqlalchemy migrate script 042_ has bad file permissions

Status in Glance:
  Fix Released

Bug description:
  042_add_changes_to_reinstall_unique_metadef_constraints.py has file permissions of 755 (rwxrwxr-x).
  These should be changed to 644 (rw-r--r--).
