  Modification on name repeated error message of admin create volume
  type

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  When input a volume type name that already exist, we will see the error message: "Unable to create volume type", this error message is not specific and clear.
  If provide specific and clear error message: 'The name is already in use', it will be more better.
