Public bug reported:

The neutron-lbaas/devstack/README.md is missing the steps required to
install the Octavia plugin under devstack.  This can lead to confusion
and failure because the service provider configuration setting has been
updated to use Octavia in the plugin.sh devstack script.

The user will see an error "no ready devices" if they missed the Octavia
plugin steps.
