[Bug 1500716] Re: Startup a instance with attached volume
This is not a bug. If you need data at boot time, you can use the
"config drive" [1] or pass in a "block device mapping" [2].

Startup a instance with attached volume

Bug description:
When an instance is created, it automatically powered on and no volume
is attached.
However, in some cases, an auto-start program in the instance required
some data which is stored in an persistent volume. Then, there must be
some way to attach that volume before the instance is powered on, or,
an option in the instance creation command which stop the instance
from automatically power on.
It seems neither of the above workaround is implemented...
