Implicit mappings should be removed from the Hyper-V agent for

Bug description:
The Grizzly version of the Hyper-V agent provides a zeroconf option to
automatically map physical networks on vswitches with the same name if
a mapping is not found.
This is not compatible with the way in which the ML2 plugin works and
since implicit mappings are a scarcely used feature it can be removed
from the Hyper-V agent.
