  Cisco Nexus plugin delete port device_owner check

Status in networking-cisco:
  New

Bug description:
  The Cisco Nexus plugin doesn't check the device_owner before deleting
  ports and attempts hardware configuration for ports that are not
  attached to any instances. The plugin should check the device_owner
  before deleting a port.
