  Nicira plugin - allow for punctual state sync on list operations too

Status in vmware-nsx:
  New

Bug description:
  Currently the nicira plugin always asynchronously synchronizes
  operational status for resources, unless the user explicitly asks for
  the 'status' field in the request.

  eg.: GET /v2.0/networks/xxx?field=status

  This mechanism is currently implemented for show operations only
  whereas it should be enabled for list operations as well.
