  Metaplugin faces issues with Linuxbridge- Quantum-server not starting

Status in neutron:
  Invalid

Bug description:
  Hi,

  When I tried to validate with Linuxbridge and Metaplugin I got the
  below weird error in quantum server.log .  quantum-server is not
  starting.  Looks like the core_plugin(metaplugin) doesn't seem to be
  loading . The same behavior was observed with another setup as well.

   Note: Before doing the testing , Linuxbridge was working perfectly.
