  When network is rescheduled from one DHCP agent to another, DHCP port
  binding (host) doesn't change

Status in neutron:
  In Progress

Bug description:
  During network failover DHCP port doesn't change its port binding information, host in particular.
  This prevents external SDNs like Cisco from configuring port properly because it needs correct binding information.
