[Bug 1502269] [NEW] boot from volume from image broken by design

The new launch instance button brings up a very much more complicated
interface than the prior version. So complicated that the most trivial
obvious tasks in the old UI are almost impossible in the new UI.
I tried to boot from volume from image. Can't find such an option. When
you click boot from volume, there is no option to create a new volume
from an existing image (this is the semantic and workflow in the
original UI.)
After poking around and wasting 10 minutes and core horizon developer's
time we found that you could boot from image and create a new volume
(but since that HAPPENS EVERY SINGLE TIME SINCE YOU CAN"T BOOT AN
INSTANCE WITHOUT A block device of SOME SORT) it's not logical. Poorly
thought out, poorly implemented, poor UI. FIX THIS CRAPPY INTERFACE
PLEASE. Or just go back and use the one that worked.
