  NSX: metadata subnet should not have dhcp enabled on them

Status in vmware-nsx:
  New

Bug description:
  Having dhcp-enabled on metadata subnets  causes the dhcp-agent to
  create a port to serve dhcp which is not needed because there will
  never be instances on a metadata network.
