  Upload horizon to pypi

Status in OpenStack Dashboard (Horizon):

Status in OpenStack Core Infrastructure:

Bug description:
  Because horizon is not uploaded to pypi, you'll get the following
  error back from tox 1.6+ now:

      Some externally hosted files were ignored (use --allow-external
  horizon to allow).

  The work around is to use the flag, but ideal it should be hosted on
  pypi.
