Neutron has no say in what gets installed on the devstack box. So this
is a Neutron bug.

Bug description:
  Preconditions:
  3.13.0-61-generic #100-Ubuntu
  Devstack

  Staps to reproduce:

  Login to Horizon as an Admin
  Navigate to Project -> Instance
  Hit Launch Instance button
  In opened window select:
      Availability Zone == Nova
      Instance Name == test_instance
      Flavor == m1.nano
      Instance Count ==1
      Instance Boot Source == Boot from image
      Image Name == cirros-0.3.4-x86_64-uec
  Hit launch button

  Expected result:
  Instance status is Active

  Actual result:
  Instance status is Error
  Error: Failed to perform requested operation on instance "test_instance", the instance has an error status: Please try again later [Error: Build of instance 68718ad6-73b1-4ddb-a48d-da4265e336fa aborted: Failed to allocate the network(s), not rescheduling.].
