  db_load_metadefs should look at /usr/local/etc/metadefs for metadefs
  to read

  Invalid

Bug description:
  When installing Glance from a wheel, metadefs are placed in
  /usr/local/etc/metadefs. As such, db_load_metadefs should also check
  that location for metadefs to load. This is related to
