  Reproduce:

  Create a import task like:
  {

          "import_from":"http://download.cirros-cloud.net/0.3.4/cirros-0.3.4-x86_64-disk.img";,
          "import_from_format":"",
          "image_properties":{
              "disk_format":"wrong-format",
              "container_format":"wrong-format",
              "name":"test-task"
          }
      }
  }


  Expect : raise an error, image_properties is invalid.

  Actual : the task is done successful. but the image's disk_format or
  container_format is "wrong-format".
