  Unit tests failing with requests 2.8.0

  When the tests are run, a bunch of them fail:

  pkg_resources.ContextualVersionConflict: (requests 2.8.0
  (/home/jenkins/workspace/gate-keystone-
  python27/.tox/py27/lib/python2.7/site-packages),
  Requirement.parse('requests!=2.8.0,>=2.5.2'), set(['oslo.policy']))

  global-requirements has requests!=2.8.0 , but something must be
  pulling in that version of requests!
