Template for 500 error uses CONF.WEBROOT to set Home link, where CONF is
loaded by templatetag from horizon.conf. But in
horizon/conf/__init__.py, only HORIZON_CONF is set and nothing else. As
a result, 500.html is rendered with empty url for Home link.
