Bug description:
I use the keystone-manage to setup the PKI. In keystone.conf, provider is PKIZ and the token expiration set to 60s.
When I log in to horizon, after a while the session timeout.
Then I cannot login to the horizon unless i clear the browser cache.
I can reproduce this problem on devstack.
