Blueprint https://blueprints.launchpad.net/nova/+spec/libvirt-set-admin-
password was implemented for libvirt in the liberty release of nova and
according to the spec and code, libvirt 1.2.16 is required to use it:

The hypervisor support matrix in nova still lists the set admin password
operation as missing for libvirt though, which is not entirely true, but
it has to be noted that libvirt 1.2.16 is required to use it.
