I have ML2 plugin deployed as flat network without floating ip address

When I'm creating VM from Horizon there are 404 not found errors in logs and error popping as

If one is not using floating ips then neutron/horizon should allow VM
creation for flat network.

I'm able to create VM from nova CLI but this error keeps popping.
