[Bug 1513784] [NEW] When user who have no "admin" role access project detail, authority error occur

Public bug reported:

user who have no "admin" role is able to access project list and display
only your belonging projects.

At the moment, link of project name in project list table  is enabled. 
But get_user API require "admin" role. So, user who have no "admin" role can not access user detail. And authority error occur (redirect login display).
