On new VM create,

neutron-plugin-linuxbridge-agent creating an Exception 
Stderr: sysctl: cannot stat /proc/sys/net/bridge/bridge-nf-call-arptables: No such file or directory

This file is present and contains value 1

Environment is ML2 plugin with LinuxBridge and Providers network. No L3
plugin or networking in place.
