The message got changed yesterday, so it was failing before with "Found
multiple IPv4 addresses" (see https://review.openstack.org/#/c/241800/
but I don't think it's an issue).

https://review.openstack.org/#/c/164880/ looks very suspicious to me. We
get a lot of "Exception: Port XXX-46 is not ready, resync needed" in the
logs, but I'm not sure of the impact.
