  VLANs are not configured on VM migration

Bug description:
  Whenever a VM migrates from one compute node to the other, the VLAN is
  not provisioned on the new compute node. The correct behaviour should
  be to remove the VLAN on the interface on the old switch interface and
  provision the VLAN on the new switch interface.
