Different behaviour  , it requires a real image to boot , libvirt boots
up any file content.

  unable to boot instance after image reactivate with xenapi citrix

Bug description:
  Hi , 
  Trying to submit a path to upstream tempest.
  https://review.openstack.org/#/c/245519/

  The test steps:
  #1 deactivate image
  #2 activate 
  #3 boot an instance from this image

  boot an instance fails only on citrix server , it pass on all others setup in temest.
  citrix runs another test for image deactivate successfully.
