For some reason test_ha_router is not able to schedule router to both nodes. neutron.tests.fullstack.test_l3_agent.TestHAL3Agent.test_ha_router  is failing on gate
as well as locally

I tried tox -e dsvm-fullstack
neutron.tests.fullstack.test_l3_agent.TestHAL3Agent.test_ha_router
