  update Volume Snapshot description

Status in OpenStack Dashboard (Horizon):
  In Progress

Bug description:
  On the 'Create Snapshot' popup for Project > Volume table, the Description portion on the right hand side should be updated to reflect the action.
   
  Right now, it is the same as 'Create Volume' description.
