Can't manage floating IPs across tenants as an admin

Bug description:
As an admin within Horizon, I do not have the ability to manage
floating IP addresses across all of my tenants. There is no panel to
allow such management. For example, I have no way to view how many
floating PI addresses are allocated to each tenant, and whether they
are in use or not. And if there are multiple public IP addresses
across tenants that are NOT allocated to fixed IP addresses, there is
no way to release them. In my current install of OpenStack, only 50%
of the IP addresses in the available IP addresses are allocated to
fixed IP addresses. 50% are assigned to tenants but are unused. And I
have no way to release them.
I can use the CLI to do this sort of thing via "neutron floatingip-
list", "neutron floatingip-delete" and the like, but the Horizon UI
doesn't enable this sort of thing.
This can be fixed by adding a new panel to the admin area of Horizon.
