[Bug 1519458] [NEW] L2 agent fails to create bridges if not running prior to creation of subnet (with DHCP) or router interface

 

Public bug reported:

The L2 agent fails to create bridges if not running prior to creation of
a subnet (with DHCP) or router interface that requires L2 services on
that particular node.

1) Stop the L2 agent on the node that also runs the DHCP and L3 agents. In this particular case, the Linux bridge agent.
2) Create a network.
3) Create a subnet on the network with DHCP.
4) Create a router.
5) Add the subnet as an interface on the router.
6) Start the L2 agent on the node that also runs the DHCP and L3 agents.
7) See "tapXXX not on plugin" error appear in L2 agent logs and no creation of bridges on the node. For example:

INFO neutron.plugins.ml2.drivers.linuxbridge.agent.linuxbridge_neutron_agent [req-47e1565f-b72c-4da1-aa44-c32abafeb8ff - - - - -] Device tapf87f61e6-9d not defined on plugin
INFO neutron.plugins.ml2.drivers.linuxbridge.agent.linuxbridge_neutron_agent [req-47e1565f-b72c-4da1-aa44-c32abafeb8ff - - - - -] Device tapaa03347e-ea not defined on plugin
INFO neutron.plugins.ml2.drivers.linuxbridge.agent.linuxbridge_neutron_agent [req-47e1565f-b72c-4da1-aa44-c32abafeb8ff - - - - -] Device tapd8ee93e0-04 not defined on plugin

Also, not sure why these log entries use INFO instead of something more
severe such as ERROR.
