  Create Image: error in modal form jumps to page view

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  == How to Reproduce ==

  1. Go to Project > Images
  2. Click on 'Create Image'
  3. Do not fill out anything and press 'Create Image' button

  
  ==> Instead of staying on the modal view, it will open the page view (/project/images/create/).  Please see attached image.

  I expect the modal window to stay there with the error messages.
