[Bug 1519552] [NEW] short security group description - didn't preserve form values

If I try to submit empty form (didn't filled Name and Description), validation of form will reject it and highlight 'Name' field as mandatory. Ok, so I fill this field by some value 'sg-1' and hit submit. I'll get red notice:
Error: Unable to create security group: description has a minimum character requirement of 1. (HTTP 400)
This condition equals non-empty value, so it's actually mandatory as
well. But this way content of the submitted dialogue is lost. I would
expected similar notice 'in-place' - as same as case of empty 'Name'
field that actually rejects submitting the form and close the dialogue.
