  Volume type creation is missing is-public flag

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  On the command line the parameter --is-public can be passed to cinder
  when creating a new volume type

  usage: cinder type-create [--description <description>]
                            [--is-public <is-public>]
                            <name>

  
  Horizon is missing that flag on the New volume type creation. It should have a checkbox with that option which defaults to True
