[Bug 1520507] [NEW] Edit project checks wrong usage

Release: Kilo

Given my token is scoped to project A
and I am project admin in project B

I go to Identity > Projects > Edit Project B
I click 'Save'
I get the error: 'Quota value(s) cannot be less than the current usage value(s):...' for volume usages

The problem is: Horizon checks that the quota >= usage before saving and
it wrongly takes the usage of the project you are scoped to instead of
the project you are editing.
