[Bug 1486388] Re: use timestamp of resources to reduce the agent sync load

Problem Description

agent needs to resync with neutron server for some kind of reasons time to time.
These syncs will consume lots of resources for neutron server, database, message queues etc.
Proposed Change
===============
add update timestamp to neutron resources,
keep related resources and their synced time stamp on agent sides
when resync is needed, agent sends resync time stamp to nerutron server, neutron server compares the time stamp with its resources, and send newer resources to agent then.
