  Karma for OSD doesn't load templates

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  The openstack_dashboard Karma configuration is not looking in the
  right place for templates and other resources.  For example, you
  cannot use the 'templates' module to load templates for use in
  directive testing.
