  hzPasswordMatch directive does not do bi-direction check

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  Currently, hzPasswordMatch directive does not do bi-directional check.
  Meaning that the confirmation password input triggers a check on the
  password input, but not vice versa. To replicate, follow these steps:

  1. change password to 'abc'
  2. change confirmation password to 'abc'
  3. change password to 'abcd'
