  Unable to create project if using Keystone v3 with domains

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  If using Keystone v3 with domains and trying to create a project,
  there is an error that 'Project name is already in use'. This always
  occurs, even if the project name doesn't exist yet.
