  _process_router_update can return without logging said return

  Fix Released

Bug description:
  In the L3 agent, _process_router_update process logs the start of each router update.
  The execution branches that call process_prefix_update and _safe_router_removed immediately
  continue without logging that the router update is finished.  This leads to confusion about when
  processing of the last router stops.
