  Remove deprecated SR-IOV option agent_required

Status in neutron:

Bug description:
  The SR-IOV option agent_required has been deprecated in Liberty[1] in
  order to remove it in Mitaka.

  Indeed it's no more meaningful to have SR-IOV mech driver without
  agents[1].
